Emilio Ramirez
Emilio Ramirez serves as Chief of Staff to Riverside County Supervisor José Medina, where he leads the District 1 team and supports the Supervisor’s priorities in policy, community engagement, and regional development. His portfolio includes constituent and policy matters related to housing, homelessness, land use, economic development, public health, and community revitalization.

Before joining Riverside County, Emilio served in senior leadership roles across city and county governments, including as Director of Housing for the City of Oxnard and Director of the Office of Homeless Solutions for the City of Riverside. With over two decades of experience in public service, he has overseen major initiatives involving affordable housing, tenant protections, fair housing, and neighborhood investment.
Emilio holds a Doctor of Jurisprudence from Whittier Law School, a Master of Science in Economics from Cal Poly Pomona, and dual bachelor’s degrees in Economics and Sociology from UC Riverside. His career is guided by a commitment to equity, dignity, and opportunity for all residents, particularly those most vulnerable. A lifelong advocate for inclusive policy, Emilio believes that strong communities are built through compassion, collaboration, and access to resources.
